Portugal — Lei n.º 58/2019 (GDPR execution law)
Portugal's GDPR execution act. The headline for EdTech: the lowest digital-consent age in our corpus.

Applicability to EdTech
- Digital-consent age is 13 (artigo 16.º) — Portugal took the GDPR Art. 8 derogation to the absolute floor; under 13, consent comes from legal representatives, "de preferência" via secure authentication (n.º 2). (Corpus map: PT 13 · IT/BG/AT 14 · CZ 15 · DE/PL 16.)
- Contraordenação tiers (artigo 37.º muito graves, 38.º graves): national fine grids implementing the GDPR Art. 83 scales, differentiated by company size (grande empresa / PME / pessoas singulares).
- Public entities and fines (artigo 59.º): the art. 44.º/2 possibility of not applying coimas to public entities (public schools included) was subject to a three-year re-evaluation — track CNPD practice rather than assuming immunity.
