Instruments owned by a country. One folder per country, named by ISO 3166-1 alpha-2 code in lower case (gb/, us/, de/, …), then one legal root folder per instrument, e.g. gb/gdpr/.

Sub-national jurisdictions (US states, German Länder, …) nest under a state folder within their country, using lowercase local codes — keeping them tidily separate from the national instrument folders: e.g. Wisconsin → us/state/wi/…, California → us/state/ca/….
