Louisiana — La. R.S. 17:3913 and 17:3914 (student information privacy)

Louisiana's student-privacy pair is among the strictest in the US: transfer transparency (17:3913 — public profiles of every recipient, signed agreements, data-element listings) and the prohibition regime of 17:3914 — with criminal penalties (fines and imprisonment) for unlawful disclosure of personally identifiable student information.

Applicability to EdTech

A vendor receiving Louisiana student data operates inside contracts shaped by 17:3914's prohibitions and its unique-student-ID architecture; the criminal-penalty backdrop makes districts unusually conservative. (R.S. 51:1954 from the TODO working cite is the consumer-side act — add on demand.)
