Alaska — student data (research note: no dedicated statute)

Alaska has no student-data-privacy statute. It has no operator law on the SOPIPA model, no cloud-computing provider statute like Kentucky's or Rhode Island's, and no state-agency data-governance act like South Dakota's or Wyoming's. Bills to restrict the collection, storage and handling of student data were introduced in three Legislatures. Each stalled in committee, according to the Legislature's own bill records (read 2026-10-08):

Bill Legislature Short title Last status
HB 257 28th (2013–2014) Access to Student Data (H) EDC, then FIN — 01/21/2014
SB 3 29th (2015–2016) Access to Student Data (S) EDC, then FIN — 01/21/2015
HB 85 29th (2015–2016) Student Data & Assessments (H) FIN — 04/14/2015
SB 235 31st (2019–2020) Student Data & Assessments (S) EDC, then FIN — 02/24/2020

For an Alaska district, then, the operative layer is FERPA, PPRA, the district's own contract terms, and these general Alaska statutes:

AS 14.03.110 and AS 14.03.115 are extracted as AS 14.03.110 and 14.03.115. Articles 1 and 4 of AS 45.48 (breach of security; disposal of records) are extracted as the Alaska Personal Information Protection Act.

This research note reproduces no statute text beyond short quotations of AS 14.03.110 and AS 45.48.090(2). It also cites bill-status data from the Alaska Legislature's own records. Both are outside copyright. In Georgia v. Public.Resource.Org, Inc., 590 U.S. 255 (2020) (slip opinion), the Supreme Court held that "officials empowered to speak with the force of law cannot be the authors of—and therefore cannot copyright—the works they create in the course of their official duties". Bill dispositions are facts.
