South Korea — Elementary and Secondary Education Act, Arts. 30-4 to 30-6
The operational student-data regime: the national education information system (NEIS, 교육정보시스템), electronic processing of school affairs, and the FERPA-style restriction on providing student records to third parties.
Statute text is Korean (the authentic language); this README is curation.
Applicability to EdTech
- NEIS (제30조의4): the Ministry/교육감 operate the education information system handling school records — the system any deep Korean-school integration would touch.
- Electronic records (제30조의5): school affairs (학교생활기록 included) are processed via the information system.
- Third-party provision restricted (제30조의6): school heads may not provide school-life records or health-examination records to third parties without the student's (and, for minors, the guardian's) consent — exceptions only for supervisory authorities, admission to a higher school, de-identified statistics/research, and criminal investigation. A vendor platform is a third party: Korean deployments need this consent chain or de-identification.
