Italy — Legge Stanca (legge 9 gennaio 2004, n. 4)
Italy's ICT-accessibility act, predating and now implementing the EU Web Accessibility Directive framework, with AGID (Agenzia per l'Italia digitale) issuing the operative linee guida. Curated here is the current core: objectives, definitions, who is bound, and the obligations.

Applicability to EdTech
- Vendors can be directly in scope two ways: (1) any subject benefiting from public contributions or facilitations for delivering services via information systems or the internet is covered (art. 3, comma 1) — relevant where an EdTech deployment is publicly funded; (2) private entities offering services to the public through websites or mobile apps with a three-year average turnover above €500 million are covered outright (comma 1-bis, added by d.l. 76/2020).
- Procurement is the enforcement lever for everyone else: public bodies must apply the AGID accessibility requirements when buying ICT goods and services — contracts for non-compliant supplies are affected and accessibility weighs in evaluation (art. 4). A school or ministry buying an EdTech product must demand Stanca/AGID conformity.
- Definitions align with the EU acquis: accessibility of systems including websites and mobile apps, and tecnologie assistive (art. 2).
- The EU-level substance is in the Web Accessibility Directive and, from June 2025 for products/services, the European Accessibility Act.

AGID monitors and issues the linee guida; the Difensore civico per il digitale receives complaints.
