China — Regulations on the Protection of Minors Online (未成年人网络保护条例)
State Council Decree No. 766 (2023) — China's dedicated minors-online regulation (60 articles), layering minors-specific duties on PIPL and the CSL. For an EdTech platform used by Chinese children this is the operational rulebook.
Statute text is Chinese (the authentic language); this README is curation.
Applicability to EdTech
- Strict data minimisation for minors (第三十二条): no forced consent to non-necessary collection, no service denial for refusing it.
- Rights handling rules (第三十四条): access/copy/correction/deletion requests from minors or guardians follow prescribed handling duties and deadlines.
- Breach response (第三十五条): immediate incident-plan activation, remediation, and notification of guardians and authorities where harm may result.
- Annual compliance audit (第三十七条): processors of minors' personal information must audit their compliance every year (self or external) and report to the internet-information authority — a recurring obligation to budget for in a Chinese deployment.
- Anti-addiction duty (第四十二条): product design must not induce minors' addiction; addiction-prone content/functions must be adjusted. Time/consumption caps in 第四十三–四十七条 target games/livestreaming/social products (scope-noted, not extracted).
