EMC Directive (Directive 2014/30/EU)
The CE-marking directive for electromagnetic emissions and immunity of equipment, published in the Official Journal on 29 March 2014 (OJ L 96, 29.3.2014, p. 79), in force since 18 April 2014, transposition due by 19 April 2016 (Art. 44, not extracted; see Sources). This folder reproduces the consolidated text 02014L0030-20260530.
For radio products it does not apply: Art. 2(2)(a) excludes "equipment covered by Directive 1999/5/EC" — read since 13 June 2016 as the Radio Equipment Directive, whose Art. 3(1)(b) imposes "an adequate level of electromagnetic compatibility as set out in Directive 2014/30/EU". So a WiFi/Bluetooth headset meets these EMC essential requirements through the RED; this Directive applies directly to non-radio apparatus (chargers, docks, accessories without radios).
Applicability to EdTech
- Non-radio accessories (charging cradles, wired peripherals) placed on the EU market must meet the Annex I essential requirements — not exceeding emission levels that prevent other equipment operating as intended, and adequate immunity.
- The same Annex I substance of EMC applies to radio products via the RED, so EMC test plans for a headset cite the same harmonised EN standards even though the legal hook is RED Art. 3(1)(b).
- Module A (internal production control, Annex II) is the usual route (Art. 14); harmonised-standard conformity gives the presumption (Art. 13).

Key obligations at a glance
- Apparatus must meet the Annex I essential requirements (Art. 6).
- Manufacturers run a conformity procedure (Art. 14), draw up the EU declaration (Art. 15) and affix CE marking (Arts. 16–17), plus identification/traceability and instructions duties (Art. 7).
- Information for use — any specific precautions and any residential-environment usage restrictions — must accompany apparatus (Art. 18, not extracted).
Enforcement
National market surveillance; formal non-compliance grounds in Art. 40; national penalties, which may include criminal sanctions for serious infringements, must be "effective, proportionate and dissuasive" (Art. 42).
