EU product-safety cluster

The CE-marking instruments that govern placing hardware (ClassVR headsets, PEP100) on the EU market, grouped as one folder set (TODO item 4). Each instrument has its own legal root folder below; together they answer: what must be true of the device, who must do what, and what mark/paperwork proves it.

Contents

Folder Instrument Role for a hardware product
gpsr/ General Product Safety Regulation (EU) 2023/988 The safety-net general safety requirement for consumer products, plus distance-sales and recall duties
red/ Radio Equipment Directive 2014/53/EU The lead directive for anything with WiFi/Bluetooth — health & safety, EMC and spectrum essential requirements, USB-C common charging, cybersecurity delegated requirements
emc/ EMC Directive 2014/30/EU Emissions/immunity for apparatus without a radio (Art. 2(2)(a) excludes equipment covered by the R&TTE Directive 1999/5/EC, now read as the RED — which covers its EMC instead)
rohs/ RoHS Directive 2011/65/EU Ten restricted substances in homogeneous materials; CE-relevant like the others
weee/ WEEE Directive 2012/19/EU Producer registration, financing and crossed-out-wheeled-bin marking in every Member State of sale
toy-safety/ Toy Safety Regulation (EU) 2025/2509 Applies from 1 August 2030, repealing Directive 2009/48/EC from that date — relevant only if a product is "designed or intended, whether or not exclusively, for use in play by children under 14"

How they combine for one device

A WiFi/Bluetooth headset: RED supplies the essential requirements — Art. 3(1)(a) absorbs the Low Voltage Directive's safety objectives "with no voltage limit applying", Art. 3(1)(b) absorbs EMC — and the EMC Directive itself excludes such equipment (Art. 2(2)(a), referencing the RED's predecessor 1999/5/EC); RoHS applies to its materials; WEEE applies to the producer per Member State; GPSR supplies the general safety requirement for aspects no sector instrument covers and the recall machinery; Toy Safety applies only on a toy classification. One CE marking attests conformity with all applicable CE instruments; the EU declaration of conformity lists them.

Meta

Fact documents in each folder are built and re-verified mechanically by one script — tools/eur-lex/build_eu_product_safety.py (verify mode; per-instrument CELEX ids pinned there). This README is hand-maintained; it is an index, not an instrument document.
