Texas — Responsible Artificial Intelligence Governance Act (Tex. Bus. & Com. Code ch. 551, 552)

TRAIGA, in force 1 January 2026: the general provisions of Business & Commerce Code Subtitle D (definitions of artificial intelligence system and developer/deployer, and the applicability test in §551.002) together with Chapter 552 in full — the substantive duties and prohibitions. Read the scope of each duty carefully: §552.051 (AI-interaction disclosure) binds a governmental agency, and §552.054(b) (developing or deploying an AI system to uniquely identify an individual from biometric data or scraped media without consent) likewise binds a governmental entity — Texas school districts are governmental entities, so these are district-side duties a vendor's product has to let the district discharge. The duties that bind any person in scope under §551.002 are §552.052 (behavioural manipulation), §552.053 (social scoring), §552.056 (discrimination — requiring intent, with disparate impact expressly insufficient) and §552.057. §552.054(c) makes a violation of CUBI (§503.001) a violation of this chapter, which is how the two instruments interlock. Enforcement is Attorney General only, after a 60-day cure period (§552.104), with the civil penalties in §552.105.
