Bulgaria — Закон за предучилищното и училищното образование (ЗПУО)
Bulgaria's preschool and school education act (in force 1 August 2016). Curated here are the digital-education provisions: remote learning in an electronic environment (ОРЕС), free e-readable textbooks, and the information/documents regime including the national education data system.
Statute text is Bulgarian (the authentic language); this README is curation.
Applicability to EdTech
- Remote learning (ОРЕС) (чл. 115а, added 2020): emergency remote schooling by ministerial order; innovative schools may blend up to 20% synchronous remote teaching as an approved innovation (ал. 2); individual pupils may learn remotely up to 30 days (health/other documented grounds, ал. 3) or longer during a declared epidemic emergency (ал. 4); ОРЕС comprises distance lessons, self-study, feedback and assessment (ал. 6). The preschool sibling is чл. 68а. This is the statutory basis a platform used by Bulgarian schools slots into.
- Free e-readable textbooks (чл. 164): from school year 2024/25, познавателни книжки, textbooks and електронно четими учебници are provided free to all pupils I–XII — teacher choice per subject, procurement terms set by the Council of Ministers.
- Information and documents (чл. 248): a state educational standard (Наредба № 8/2016) governs document types, information registers, and which documents exist in electronic form; documents are kept in Bulgarian (чл. 249).
- НЕИСПУО (чл. 250): the Ministry runs the национална електронна информационна система за предучилищното и училищното образование — the national student/institution data system any deep MON integration would touch.
